沖縄の米軍基地で新たな怒り
最近の一連の犯罪のために日本の南の島・沖縄では米軍の存在をめぐり怒りが炸裂している。最初に起きたのは、地元女性の強姦・殺害による元米海兵隊員の逮捕だった。次にその2週間後、水兵が飲酒運転で衝突事故を起こしたために逮捕された。その反応として、数万の人々が米軍基地閉鎖を求める抗議集会に参加した。フランス24チームが日本から報告する。

さて、今日のフォーカスですが、日本の南の島・沖縄では、先ず元アメリカ海兵隊員が地元女性を強姦・殺害して逮捕されました。さらにその2週間後、アメリカ海軍の水兵が飲酒運転をして衝突事故を起こして逮捕されました。この2つの事件は島内の米軍基地の存在をめぐる怒りを引き起こし、数万の人々が基地の閉鎖を求めてデモ集会に参加しました。オフィリー・ジオマトリスとジャスティン・マッカリーがこれをリポートします。

6月19日、焼け付く暑さにも係わらず6万人の人々が沖縄の県都・那覇の運動公園に姿を見せた。彼らがそこに来た理由は1つ、島の軍事施設閉鎖をアメリカに求めるためだ。在日米軍部隊4万人の半数以上が島を本拠地としている。

もう長く居すぎです。沖縄には米軍基地は必要ありません。彼らは出ていくべきです。私は年をとりましたが今日は子供や孫のためにここに来ました。基地はなくならなければなりません。

翁長雄志・沖縄県知事は基地反対運動で有名な人物だ。

住民の怒りが限界に達したことを国は理解しなければなりません。沖縄県民がアメリカ軍基地の重荷を背負いこのような巨大な犠牲を払うことを、住民は許すことが出来ません。
（ナレーター）
デモ集会が開かれたのは、元アメリカ海兵隊員が島袋里奈さん20歳を強姦・殺害した容疑で逮捕されたためだ。
（若い女性）
殺害された女性は私と同じような年齢でした。それは私だったかも知れない。私の友達だったかも知れない。バラク・オバマ大統領、日本を解放してください。
（ナレーター）
参加者は島袋さんのためにしばしの黙祷を捧げた。彼女の死は日本全国に怒りを引き起こした。遺体が発見された場所で手を合わせるために長い道のりを旅して来た人もいる。

私は250キロ飛行機に乗ってここに来ました。でも、この場所に来てみて、怒りと悲しみは増すばかりです。

6月下旬、ケネス・フランクリン・シンザト氏は島袋さんを強姦・殺害した罪で起訴された。米軍嘉手納飛行場に7年勤めていた32歳の彼の目の前に、いま長期の懲役刑が迫っている。

彼は有罪だと沖縄の人々が既に考えていることが重要です。彼はアメリカ海兵隊にいたからというのがその理由です。アメリカ海兵隊は邪悪な存在だとここでは皆が考えています。

実際にはアメリカの軍人が犯した犯罪は沖縄で記録された全犯罪のわずか1.3％で、そのため、沖縄に根を下ろしたアメリカ軍人にとってこれは不公平だと言う人もいる。

1人の悪い個人の行いで沖縄のアメリカ人社会全体を判断することは出来ません。全般的にはアメリカ人は地元の人たちと仲良くしていると思います。でも、もう地元のメディアはそれを伝えることが出来ません。

島袋さんの遺体が見つかった2週間後、アメリカの女性水兵が運転する自動車が間違った車線に進入して自動車2台と衝突し、島には再び緊張が高まった。水兵が飲酒運転をしていたと判り、そのためアメリカ海軍当局は一時的な禁酒令を出した。
論争となっているアメリカ海兵隊の飛行場を、人口が密集する古い都市から島の北海岸の村・辺野古の沖合に移転するために、日米両国政府が沖縄県民の支持を得ようとしていた時にこれらの犯罪が発生した。

新たな基地計画は地元の人々を怒らせた。基地は事故のリスクを増やし地元の海洋環境を破壊するだろうと、地元の人々は言う。

建設工事が始まってから、ジュゴンがエサを食べにここに来なくなりました。基地は本当に環境にマイナスの影響を与えるでしょう。

米軍部隊の存在が沖縄経済に貢献しているという主張は間違いだと、多くの沖縄県民は考えている。例えば、米軍基地の跡地に去年建設されたこのショッピングモールは、今や1年に1200万人の人を迎えている。

最初は沖縄経済は弱かったです。アメリカ軍基地は経済発展に役立ち、一時は島の収入の半分を占めていました。しかし、現在はたった5％です。基地を返還してもらい民間のビジネスを発展させた方が、沖縄はずっと大きな利益を得るでしょう。

基地反対運動家たちはこれからも日本とアメリカの政府に圧力を掛けていく計画だ。彼らは近いうちに安倍晋三・日本首相とバラク・オバマ大統領に、沖縄から海兵隊を撤退させるよう求める声明文を送る考えだ。

Renewed anger at US military bases in Okinawa
A recent series of crimes has sparked anger over the presence of US military bases on the southern Japanese island of Okinawa. First came the arrest of a former US marine for the rape and murder of a local woman, then, two weeks later, a sailor was arrested for causing a crash while driving under the influence of alcohol. In response, tens of thousands of people took part in a demonstration demanding the closure of the US bases. Our team reports from Japan.

Now to today's focus, and first on the southern Japanese island of Okinawa came the arrest of a former US marine for the rape and murder of a local woman, then two weeks later, a US sailor was arrested for causing a crash while driving under the influence of alcohol. Both incidence, sparking anger over the presence of US military bases on the island leading tens of thousands taking part in demonstrations demanding their closure. Ophelie Giomataris and Justin McCurry at this report of this.

The searing heat couldn't stop 60 thousand people presenting at a sports stadium in the Okinawan capital Naha on the 19th of June. They were there for one reason; to demand the US close its military facilities on the island, which is home of more than half of 40 thousand US troops stationed in Japan.

It has already been too long. Okinawa does not need US military bases. They should leave. I'm old but I came here today for my children and my grand children's sakes. The bases have to go.

The prefecture's governor, Takeshi Onaga, is a prominent figure in the anti-base movement.

The central government has to understand that the inhabitant's anger has reached its limit. They cannot forgive that Okinawa's people shoulder the burden of the US bases and make such a huge sacrifice.

The demonstration was called after a former US marine was arrested in connection with the rape and murder of 20-year-old Rina Shimabukuro.
(A young woman)
A young woman who was killed was about my age. It could have been me, it could have been my friends. President Barack Obama, you have to free Japan.
(Narrator)
The protesters observed a moment of silence for Shimabukuro, whose murder sparked anger throughout Japan. Some people traveled along long way to pay their respects to the spot where the body was found.

I flew 250 kilometers to come here. But now I am here at this place I feel even more anger and sadness.
(Narrator)
Kenneth Franklin Shinzato was charged with Shimabukuro's rape and murder in late June. The 32 -year-old, seven-year-employee at Kadena US airforce base, now faces a long prison term.

It is significant that Okinawan people already think he is guilty. The reason is that he was at US marines. Everyone here thinks that US marines are evil.
(Narrator)
In fact, crimes committed by US military personnel are counted just 1.3 percent of all recorded crimes on Okinawa, leading some to say it's unfair to indigenized American troops.

You can't judge the entire local community on the actions of one bad individual. By and large, I think, the Americans, they get along the local population, but the local media now cannot report on it.

Two weeks after Shimabukuro's body was found, tensions on the island rose again, after a female US sailor collided with two cars after crossing into the wrong lane. Two people were injured. The sailor was found have been drinking, leading US naval authorities to impose tempolally alcohol ban.
The crime has come as Tokyo and Washington trying to win supports among Okinawans for the controversial relocation of US marine airbase from an older crowded city to an offshore location of Henoko, a village on the island's north coast.

Plans for the new base anger the local people, who say it will increase the risk of accidents and destroy the local marine environment.

Since construction work began, the dugons has stopped coming here to feed. The base will have really negative impact on the environment.

Many Okinawans disagree with the claim that the presence of US troops do good with Okinawan economy. The shopping mall, for example, was built last year on a land formerly occupied by a US base, and now welcomes 12 million people a year.

At first the Okinawan economy is weak. US bases help the economy develop and one time it counted a half of island's revenue. But today they count just five percents. Okinawa will benefit far more if US bases be returned over to develop private businesses.

Anti base demonstrators plan to continue putting pressure on Tokyo and Washington. They will soon send a statement to the Japanese prime minister Shinzo Abe and President Barack Obama calling for the marines to be withdrawn from Okinawa.
